virtigoctl: command line tool to generate events

This is an attempt to make something that should:

* import libvirt .xml files
* stop and start virtual machines (aka: droplets)
* Initiate live migrations between hypervisors

Development Goals:

* develop and experiement with features here
* try to open console/spice/vnc ports
